FUNCTIONS
- To give priority attention to the provision of relevant infrastructure
and facilities for rapid development of biotechnology in Kenya;
- Provision of appropriate and adequate legal regulatory framework
and an enabling environment to attract foreign investors for the leap-frogging
of our national biotech industry;
- Strong emphasis is to be placed on the following R & D priority
areas:

- Food and agriculture
- Health
- Industry
- Environment
- Bio-resources development
- Actions are to be taken to accelerate the indigenous acquisition
and development of relevant and affordable requisite biotechnology
programmes in Kenya;
- Promote indigenous R & D activities to enhance creativity and innovations
in biotechnology critical to the growth and sustenance of the biotech
industry;
- To ensure that there is adequate funding for this vital technology
to enjoy the corresponding payoffs;
- Ensure greater national commitment to capacity building for sustainability
of the biotechnology industry in Kenya and enhance its international
competitiveness, with a strong resolution to promote ethical, environment
and biosafety concerns;
- Promote collaboration with the private sector and relevant national
and international agencies to advance the course of this industry
locally and internationally;
- Make adequate provisions for effective and efficient implementation
of the policy;
- Kenya's bioresource endowment and comparative and competitive advantages
are to be fully and sustainably exploited, through indigenous bioprospecting
of these natural resources for use in agriculture, environment, health
and industry;
- A workable action plan under the short term, medium/long term frames
is to be kept in view for a systematic and focused implementation
of the biotechnology policy.
